First, you need to find out if your course is available for funding using this link: The link shows about 565 programs (of 2004 programs) available in all schools in the Netherlands. So, be very sure that your course is funded by OKP.
Once your course is available, click the link and apply to the school. Make sure you read the admission requirements of the school before applying.
Once you get admission, the school will nominate you for the OKP scholarship.
