Job Title: Communications Officer

Purpose

  • The Communications Officer will work to increase local, national and international understanding of DRC’s work and role in Nigeria through high-quality communications products developed in line with DRC guidelines, donor commitments, protection principles and ethical standards.

Duties and Responsibilities

  • Under the direction of the PDQM, develop, implement, and monitor a communication and visibility plan to facilitate better understanding among partners, donors, beneficiaries and host communities, media, the general public, and government stakeholders of DRC Nigeria’s work and role;
  • Under the direction of the PDQM, develop DRC Nigeria’s Communications Strategy and update on an annual basis;
  • Write, edit and produce communication products promoting the contribution of DRC Nigeria to the humanitarian response;
  • Undertake field visits to produce creative and engaging communications products to raise awareness of the crisis in northeast Nigeria and the humanitarian response efforts of DRC;
  • Maintain and update DRC Nigeria country profile documents, fact sheets, and presentations for external audiences;
  • Engage with NIF Communications Working Group and other relevant working groups and networks to ensure DRC representation and participation;
  • Ensure timely publication and distribution of media content on the DRC Nigeria country webpage, DRC Nigeria Twitter account and HQ managed accounts;
  • Ensure all DRC and donor visibility requirements and communications commitments are met;
  • Provide training on communications and visibility to DRC Nigeria staff to improve contributions to communications initiatives and staff understanding of DRC and donor guidelines;
  • Ensure there is appropriate age and gender awareness and considerations in all DRC Nigeria communications;
  • Ensure all public multimedia materials have the necessary consent forms on file;
  • Advise DRC Nigeria staff on media, public information, awareness raising and visibility issues in line with DRC and donor guidelines, protection principles and ethical standards;
  • Contribute communications inputs to proposal development based on donor guidelines;
  • In coordination with Supply Chain, maintain and update framework agreements related to visibility products;
  • Provide support to PDQM and SMT on media request and interview opportunities;
  • In coordination with the PDQM, liaise with DRC West Africa regional office and headquarters communications focal points as required; and,
  • Perform other duties as assigned including support to other components of the Quality Assurance Unit.

Qualifications and Work Experience:

  • University Degree in a relevant field such as English, Social Sciences, Public Relations, Journalism, Communications or similar
  • At least three years of professional experience working in journalism or at least three years of professional experience in social media
  • Certification or equivalent professional experience in graphic design, web, social media and video production, or similar.
  • English – fluent with capacity to produce high-quality written products for formal reporting and public communication purposes
  • Hausa and other languages used in northeast Nigeria an asset, but not essential to the position

 Knowledge and Skills

  • Excellent writing, editing and communications skills in English required.
  • Advanced skill in graphic design, web, social media and video production evidenced by a portfolio of communications products produced by the candidate.
  • Demonstrated experience in training and coaching.
  • Demonstrated capacity to work collaboratively in a multi-cultural environment with competing priorities, tight deadlines, and in a complex emergency context.
  • Ability to live and work in an insecure and high stress environment.
  • Willingness to travel to other DRC bases in Nigeria.

Job Title: Protection Assistant

Location: Mubi, Adamawa
Job Schedule: Full-time
Supervised by: Protection Team Leader
Reporting to: Protection Team Leader
Employment Period: 6 Months with possibility of extension

The Overall Purpose of the Role

  • The Protection Assistant, reporting to the Protection Team Leader and with the support of the Protection Officers, is responsible for the day-to-day implementation of various protection activities in the field locations under his/her responsibility.
  • These include Protection Monitoring, referrals and follow up of referrals (including establishing referral pathways), identification of IPA beneficiaries and follow up of cases, psychosocial support activities, and supervision of protection casual workers.
  • The Protection Assistant will also be responsible for supporting in conducting needs assessments.
  • He/she will support the preparation of protection activity reports and analysis, identifying and communicating protection concerns ng and programmatic needs in their targeted locations, supporting the protection officers in providing capacity building to key stakeholders, and the collection and management of project data ensuring the highest standards of data and information protection and confidentiality.

Job Responsibilities
Under the supervision of the Protection Team leader, the holder of this position shall perform the following duties:

  • Ensure the organization and the implementation of all protection activities at field level in accordance with the agreed work plan and the international standards
  • Ensure the management of the field protection casual workers
  • Prepare necessary activity and protection reports (weekly, monthly, ad hoc) as required
  • Participate in conducting needs and programmatic assessments in targeted locations
  • Identify and intervene on protection cases in the camps and host communities with technical support from their line manager
  • Refer protection cases to partner agencies and seek to solicit services for them
  • Ensure all protection activities and cases are individually documented, filed, protected, and up to date in Kobo
  • Engage with communities directly and create awareness on human rights, child protection, SGBV, and other protection-related topics
  • Assist the protection officers in training community members, partner staff and other local authorities on protection topics
  • Identify protection trends as part of protection monitoring and bring this to the attention of the line manager for action planning
  • Carry out advocacy and sensitization activities at the field level
  • Participate in and actively recruit casual social workers as needed
  • Conduct community meetings, focus group discussions, and other direct community activities as part of protection monitoring
  • Monitor and account for DRC protection assets assigned to the field of operation
  • Liaise with security staff in DRC to always keep up to date on the security situation of the field base
  • Support r with itinerary planning for field visits by external staff and others
  • The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Essential Requirements

  • Diploma or Bachelor’s Degree in Law, Social Sciences, Social Work, Community Development, Psychology, Sociology, Education, Counseling, Human Rights, and other relevant disciplines.
  • 2 years. work experience in a humanitarian organization / with displacement-affected populations or significant experience as a DRC Protection social and outreach worker.
  • Knowledge of protection norms, principles, and activities
  • Excellent communication skills (oral and writing)
  • Professional fluency in English, and Hausa is a must. Higgi and Marghi is an added advantage.
  • Ability and willingness to maintain regular presence at project sites (remote / field sites) and to work during irregular working hours and in insecure environments.
  • Strong interpersonal, communication, and negotiation skills – self-motivated individual, able to take initiative and propose solutions, resilient, positive, and able to work independently.
  • Good understanding of the Northeast Nigeria operational context
  • Must have basic level computer skills.

Desirable:

  • Knowledge of protection activities such as protection monitoring, case management, psychosocial support services etc.
  • Good IT skills (especially MS Office) and the use of Kobo Collect.
  • Highly self-driven while striving for excellence under minimum supervision.

Job Title: Supply Chain Procurement Assistant

Purpose

  • Provide support to the program by undertaking technical and practical operational tasks to ensure smooth, safe and efficient operation of supply chain fleet activities in accordance with the Operations Handbook and Program Manual with adherence to the donor guidelines.

Duties and Responsibilities
The main duties and responsibilities will include but not limited to:

  • Procure all materials and equipment ordered by the projects in a cost-effective and transparent manner in line with DRC and donor-specific policies, in collaboration with the Programs Requestors and SC-Procurement TL.
  • Assist in liaising with suppliers to create realistic delivery schedules and compare actual deliveries to evaluate supplier performance and responsiveness.
  • Ensure that all Purchase Requests, Purchase Orders, RFQ are tracked from point of request through to final receipt.
  • Regularly review, update and share the information management databases and trackers to the SC -Procurement TL.
  • Assist with the preparation of contracts and amendments of contracts when needed.
  • Participate in the joint verification of procured goods, services and works and to ascertain the items conformity to Technical Specifications and Quantities.
  • Periodically search the market for new suppliers that may provide better service or value for money for DRC.
  • Maintain and update the suppliers list using the Supplier Profile and Registration Form.
  • Participate and facilitate the supplier pre-qualification process
  • Ensure procurement files are accurate and records are in compliance to DRC and donor procurement policies, filing system is properly established, all soft copies and hard copies of procurement files are accessible and manageable for audit purposes.
  • Ensure up-to-date archiving system of both physical and electronic of procurement documents (contract, vendors profile, lease agreement etc)
  • Updating PR/PO trackers daily to ensure all PRs are properly track on the tracker.
  • Scanning and uploading of procurement files and documents as per case bases.
  • Periodically Support and participate in open tender meetings & evaluations.
  • Prepare and submit payments of suppliers to finance on a timely manner
  • Follow up internally between the Supply Chain and Finance on the status of vendors’ payments.
  • Vetting of the suppliers in DRC-approved anti-terrorism databases search.
  • Implementing due diligence for suppliers, this includes conducting reference checks, supplier visits etc.
  • Provide consistent and constructive support to other departments to ensure compliance with policies and procedures
  • Conduct duties in accordance with DRC Nigeria programme Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with DRC Code of Conduct.
  • Identifying and reporting procurement red flags to SC-TL, Manager and Compliance Unit.
  • Any other task assigns by the SC-TL and Manager.

Requirements
Essentials:

  • BSc in any dispelling Or Minimum of Diploma (ND) in Management-related courses of Logistics.
  • Experience/skills in MS Excel (experience in working with formulas)
  • ERP (dynamics) working experience is an added advantage.
  • Willing to meet deadlines with minimum supervision.
  • Ability to work under pressure and respond when Emergency supply is requested in the field offices.
  • Autonomous and ready to take initiative to improve within her/his area of responsibility
  • Good in written and spoken English, Hausa, and any local language of Borno State.
  • To be successful in this role, the candidate is expected to be honest, strongly motivated and display a high standard of integrity in humanitarian work, disciplined and team-oriented.

Desirables:

  • Flexible & willing to work in a remote setting & to travel to other field locations.
  • Experience with standard procurement procedures and documentation.
  • He/she has Good mathematical skills.
