Purpose of the Position
- The Coordinator, Program Quality Assurance (PQA) will provide technical leadership to develop and implement quality improvement frameworks, S/he will monitor the quality of project deliverables and design improvement plans.
- The PQA Coordinator, will work with the MERL Unit predominantly by applying Quality Improvement knowledge, skills and experience to support the review of program data, identifying quality performance gaps and designing quality improvement interventions to close project performance gaps for eHA programs / projects.
What You’ll do
- The PQA Coordinator, will support eHealth Africa’s MERL team predominantly by carrying out the following:
- Leads the design and implementation of efficient and effective quality assurance systems across eHealth Africa
- Leads the project health check review, assessment and action plan tracking
- Ensures that QA processes are in place, maintained throughout the project management cycle and reviewed/revisited periodically to ensure all standard operating procedures reflect the most up-to-date, internationally accepted practices, ensure compliance with evolving innovations
- Provides support to the organization’s reporting, support project team to formulate strategies and activities and ensure timely and high-quality implementation of project activities according to the approved work plan
- Conduct analyses on quality trends based on accumulated data and propose corrective actions
- Coordinating with other activities within the program portfolio as they relate to quality improvement and management.
- Develop and maintain a QA status report covering routine department functions and providing updates on key problem resolution initiatives
- Working closely with the project delivery team members to review and support work plans to ensure activities are aligned with the organizational strategic goals, and there is reflection of state-of-the-art interventions and best practices in quality assurance and quality improvement.
- Work to address data and evidence gaps by guiding data and evidence generation to fill through planning, technical assistance, and development of innovative tools and approaches that support harmonization, standardization, and efficiency.
- Developing and delivering capacity building and training resources aimed at building the capacity of the project delivery team members on data quality assurance and improvement, and data analytics.
- Collaborates with the MERL team to develop integrated data and triangulation framework including service quality and performance to support eHA program continuous quality improvement.
- Adapt and implement tools and techniques to improve the quality and use of data for decision-making.
- Supporting the development and implementation of effective monitoring and reporting systems, tools and templates that systematically track activities and outputs, including training materials and integrating technologies as needed
- Support the development of new projects and proposals, in conjunction with the New Business Development team, to ensure standard practices
- Carrying out other duties and responsibilities as assigned by the supervisor.
Who You Are
- Bachelor’s Degree in Biostatistics, Public Health, Epidemiology, Demography, Statistics, Social Sciences or related field or equivalent experience. Master’s Degree in a related field will be an added advantage.
- 3-5 years of work experience and/or coursework in designing, implementing, or managing Quality Improvement Systems or Processes
- Proven expertise in transforming datasets into intelligent data insights and analysis methodologies, health management information systems, data visualization and reporting
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
- Must have extensive knowledge in collaboration, learning, and adapting concepts for health projects.

Job Title: Coordinator – Monitoring, Evaluation, Research and Learning (MERL)

Purpose of the Position
- With direct management and support from the Manager, MERL, the Coordinator will ensure the implementation of the monitoring and evaluation commitments across assigned projects.
- The M&E focal person will be ensuring that suitable monitoring and evaluation systems are in place, implemented as intended, and reporting in a comprehensive and timely manner to facilitate the achievement of programs desired outcomes/impacts.
- He/she will supervise and manage the M&E component of all eHA’s and oversee the collection, management, analysis and use of project data, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
What You’ll Do
The MERL Coordinator, will support eHealth Africa’s MERL team predominantly in the following ways:
- Responsible for providing technical oversight & support for establishment and maintenance of routine monitoring systems, presentation of findings to program management. Develop project specific results framework and track project outcomes
- Plan, coordinate and participate in the initiation of research study protocol, and the establishment of operating policies and procedures.
- Performs qualitative and/or quantitative research, analysis, and report development to enable strategic decision-making at all research phases.
- Monitors the progress of research activities; develops and maintains records of research activities, and prepares periodic and ad hoc reports, as required by Department Manager, funding agencies, and/or regulatory bodies.
- Analyses data and develops solutions to transform that data to solutions for healthcare research, delivering solutions on time and within budget.
- Performs literature reviews and secondary research initiatives including the retrieval and analysis of data, competitive product pipeline information, epidemiology trends, etc.
- Ensures the smooth and efficient day-to-day operation of research and data collection activities; acted as the primary administrative point of contact for internal research staff and as the principal operational liaison for other research organizations, funding agencies and regulating bodies.
- Work with project and support staff to ensure that project design in proposals is logically sound, beneficiary-informed and contextually appropriate, based on learning from previous projects and technical best practice.
- Work with project and support staff to track progress on action points related to implementation and M&E activities.

Who You Are

- The Associate Manager, Measurement and Learning (M&L) will provide technical guidance to develop project frameworks, M&L systems and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities.
- He/she will supervise and manage the M&L component of all eHA’s projects and oversee the collection, management, analysis and use of project data, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes.
- The Associate Manager, Measurement and Learning is responsible for documenting and disseminating project successes, challenges and lessons learned to eHA’s Senior Management Team (SMT).
- The Associate Manager, Measurement and Learning will also be responsible for designing and conducting assessments, operations research and evaluations to address project needs.
- The Associate Manager, Measurement and Learning, will support eHA’s Project Support Unit (PSU) predominantly by applying M&L knowledge, skills and experience to support the design and implementation of M&L systems for eHA programs/projects.
What You’ll Do
The Associate Manager, Measurement and Learning, will support eHA’s Measurement and Learning team predominantly by leading the Measurement, Monitoring and Review (MMR) across core countries projects:
- Supporting the development and implementation of M&L strategy outlining M&E systems for data collection, targeting and tracking for impact assessments, learning activities and reporting in compliance with the requirements provided in the project.
- Ensure that program MMR activities (including assessments, quality assurance, monitoring, building government capacity, etc.) are completed and on time.
- Find avenues to continually strengthen MMR by introducing new activities, increasing internal and government engagement with data, simplifying and/or automating existing activities, integrating TaRL data into government systems, etc.
- Streamline MMR tools, systems, analysis methods to bring uniformity across programs
- As needed, support the country teams / partners in designing MMR systems while ensuring that different stakeholder needs are met.
- Contributing to the design of new strategies, portfolio review, cross-cutting data initiatives with focus on coherent, integrated theories of change, measurable impact models, scaling, collaborations and implementation plans to ensure long-term sustainability and impact.
Lead and coordinate learning studies across programs to learn about program quality and implementation:
- Find opportunities across programs to conduct low-cost learning activities that align with the priorities in the organizational learning agenda as well as local needs
- Supporting the collection and management of data for research, identifying relevance and applicability to team-specific M&L activities.
- Guide the process for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets. Design the format for such performance reports.
- Collaborate with staff and implementing partners in qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
- Liaise with staff (as relevant) to ensure that lessons learned and recommendations from M&E activities are used to modify existing programmes and in the design of new activities
- Support rigorous research studies and evaluations by providing contextual knowledge for questionnaire design and analysis, and synthesizing learning into summaries.
- Creatively and regularly communicate program lessons and results with the Program Team and more broadly (e.g., through blogs, articles, podcasts, newsletters).
Supervise MLE activities to study innovations:
- Adapt and implement tools and techniques to improve the quality and use of data for decision-making.
- Review monitoring reports. Analyze them for impact evaluation and to identify the causes of potential bottlenecks in project implementation.

Requirements
Who you are:
- Master’s Degree in Public Health Epidemiology, Demography, Statistics, Social Sciences or related field or equivalent experience
- 6 – 8 years of work experience in monitoring and evaluating large, multi-year international health sector development projects (approximately $5 -10M per year)
- Minimum of 5 years of work experience and/or coursework in designing, implementing, or managing M&L systems or processes
- Proven expertise in quantitative and qualitative data mining and analysis methodologies, implementation research approaches, health management information systems, data visualization and reporting
- Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public, NGO and private sectors.
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
